[robocup-humanoid] Update #2 of the GameController according to team leader meeting

Dear all,

I have just released a new version of the RoboCup GameController on it's SourceForge home page:
https://sourceforge.net/projects/robocupgc/

Since the previous release the following features have been added - again all changes affect only kid- and teen-size:

- added a first and second overtime - each of 5 minutes - to cover later k.o. games

- added an add-on-penalty with allows to upgrade an ongoing pickup to service, which adds 30 seconds to the ongoing penalty

The notebooks at the humanoid league fields will be updated until 22h today.
