[robocup-small] ball replacement with pass

The rule states that the "non placing team" is not allowed to touch the 
ball or to stay near the ball. If the team touches the ball, its counted 
as a foul.

The "> 1.5m/s rule" is there to prevent the "placing team" from just 
simply shooting the ball against an enemy robot. Because by the old 
rule, this would award an indirect free kick for the "placing team"... 
which is unfair, because the "non placing team" cant evade the ball (if 
its kicked really fast).

The questions is: whos fault is it, when a replacement pass hits an 
enemy robot. By the new rule we say:
- Its the fault of the "placing team" if the ball was too fast (because 
its to fast [> 1.5] for the enemy to evade).
- Its the fault of the "non placing team" if the ball is slow (because 
the enemy robot could easily evade... and he has to keep the minimum 
distance to the ball).

But just to remind you, you are still allowed to play passes with speed 
 >1.5m/s you just should be sure, that no enemy robot will intercept the ball while its faster than 1.5m/s.

PS: I hope that no Team will try to actively intercept the ball 
placement passes...
