[robocup-small] Technical Challenges for RoboCup 2017

Dear Small Size League,

The Technical Challenges for RoboCup 2017 are as follows:

1) Chip Kick Interception

2) Multi Team Communication

We also plan to conduct a Shared Radio Protocol challenge.
In this challenge, participants control unfamiliar robot hardware,
as already tested at RoboCup 2015 [1]. This time, we would like
to make the step towards real games and independent (standard) hardware.
We will provide more information on this topic.
