[robocup-humanoid] Rules for 2015

Dear Humanoid League Execs,

We are currently planning for the next season and would find it useful to
know which rule changes will go ahead in order to assign our limited
resources most efficiently. An indicative shortlist of potential changes
would be useful, as would an estimate of when they would be made available.

Our primary concerns are changes to the robot restrictions and to the
playing environment.
