[robocup-humanoid] Updated Rule Draft for 2010

Dear Humanoid League Teams,

An update of the rule draft for 2010 has just been added to
http://www.tzi.de/humanoid/bin/view/Website/Downloads

It includes the following modifications to the version of Dec 28:

- 8.2.6-new accounts for the discussion on the mailing list
 	to include the 10s advantage for teams using
 	the referee box to start their robots at kick-off
 	versus teams which do manually start their robots.

- 8.2.7 (previous 8.2.6) was extended to cover penalties
 	for rule violations.

- Appendix B was added to include the data of a child
 	obtained during RoboCup 2009 which can be used
 	as a possible reference for future robot design discussions.

Any suggestions for further keywords to be included in the
new index at the end of the rule document are welcome.

As there have been no further discussion on the mailing list
since December 2009 regarding the rules I would consider
the current rules as final.
