[robocup-humanoid] Rule Draft 2009 (Update Jan 09)

Dear HL Teams,

Please note that an update of the rule draft for 2009
has just been posted at the mentioned web page.

Compared to the previous version it contains a slightly modified
formulation in §4.3.3 to better reflect the
discussion in the technical committee.
